On April 6, 2023, the Departments of Culture, Sports and Tourism of  eight expanded Northwestern provinces including Hoa Binh, Phu Tho, Dien Bien, Ha Giang, Lai Chau, Lao Cai, Son La and Yen Bai cooperated with the Department of Tourism of Ho Chi Minh City to organize the Tourism Promotion Conference of the eight Northwest provinces to expand and meet businesses and the press, in Ho Chi Minh City.

The purpose of the Tourism Promotion Conference of the 8 expanded Northwestern provinces in Ho Chi Minh City is to promote and market the Northwest tourism products, to attract tourists from the South to explore the Northwest region.

The Northwest is a large region with many potentials and strengths in tourism development. The Northwest possesses a rich source of tourism potential with magnificent nature, unique culture and heroic history. The Northwest has a special tourist attraction with famous places at home and abroad such as: Hoa Binh Hydro-electric Station, Mai Chau valley has entered the pages of many generations of students, the vast Moc Chau Plateau and beautiful, historical sites of the famous Dien Bien Phu campaign, Fansipan peak known as the roof of Indochina, National scenic spot Mu Cang Chai terraced fields with heritage terraces, etc. Especially The Northwest region also has many ethnic groups that keep their traditional cultural identity intact, the Northwest cuisine has its own characteristics attracting domestic and foreign tourists, including the market of Ho Chi Minh City. Therefore, the Tourism Promotion Conference of 8 expanded Northwest provinces and met with tourism businesses and press this time in Ho Chi Minh City to bring opportunities to promote and market Northwest tourism products, at the same time, increase the attraction of tourists from the South to the Northwest and vice versa.

This year, Lao Cai is the host to organize the Festival of Northwest Essence - Connecting Green Aspirations" with the theme "Perfect every moment" associated with the 19^th Ho Chi Minh City Tourism Festival in 2023, from April 6-9, 2023, at  23/9 Park, District one, with many unique activities such as the exhibition space "Essence of the Northwest;" exhibiting tourist photos "Northwest moments.

At the conference, Mr. Bui Xuan Truong, Deputy Director of the Department of Culture, Sports and Tourism said: Hoa Binh is a mountainous province in the Northwest, with mountains and hills, many scenic spots, a region adjacent to the capital Hanoi, the interference between urban and mountainous areas, the diversity of ethnic cultures has created many unique features for this place. Hoa Binh is also blessed with unspoiled natural landscapes; Many natural cave landscapes, magnificent primeval forests, poetic lakes and waterfalls together with the fresh climate have created a beautiful picture with charming landscape. Hoa Binh tourism is developing with many forms such as: eco-tourism, cultural tourism, community tourism, sports tourism, and resort have been bringing interesting experiences to visitors. In 2023, with the goal of welcoming 3.5 million visitors, Hoa Binh province has come up with many specific solutions and activities to promote tourism. During the year, Hoa Binh will organize many big events such as: Culture and Tourism Week of Hoa Binh province with many special activities such as art performances, food festivals, Muong beauty contest, typical community tourist village festival, cultural, sports, tourism festival, etc.".
