Tourism linkage is a form of cooperation between localities, businesses, partners, communities,etc. to bring many benefits and efficiency to participating parties. Linking not only promotes advantages but also limits the shortcomings and weaknesses of partners in tourism activities. Linking tourism development is truly an urgent solution and also the driving force for development in the Northwest region today.

Implement the tourism development cooperation plan for the eight expanded Northwest provinces and Ho Chi Minh City. In 2023, Hoa Binh Province participated in building products connecting the national terraced rice heritage area; Participate in the workshop “Promoting the value of cultural heritage and scenic terraced fields in the Northwest provinces in linking tourism development”, at the same time, coordinate with the provinces in the cooperation group to organize a survey program and build and develop the "Majesty of the Northwest" tour. Content of the trip: coordinate to survey tourist programs in the historical relics and eco-tourism areas, community tourism, cultural experience programs, cuisine, traditional craft villages, etc. in expanded Northwest to cooperate and invest in developing these areas, creat tourist products, make tours bringing tourists to expanded Northwest provinces; building media reports to promote tourism. In Hoa Binh, the survey team included representatives of travel companies and media agencies from the city Ho Chi Minh City and Hanoi surveyed Hoa Binh Lake and Mai Chau tourist areas. After the survey, travel businesses built tours and sold them to tourists visiting Hoa Binh in particular and the Northwest region in general.

Participating in the Festival "Northwestern Essence - connecting green aspirations 2023" associated with Ho Chi Minh City Tourism Festival: The exhibition space of Hoa Binh province introduced the potential and strengths of tourism; cultural identity of ethnic groups in Hoa Binh province; Displaying typical OCOP products of the province and local products; Introducing projects calling for investment in the tourism sector; routes, tourist attractions, new and unique tourism products,etc. During the Festival, more than 3,000 publications, flyers, travel programs, tourism products, and namecards of Hoa Binh province were released. transferred to travel agencies and visitors; attracted over 45 thousand people to visit the province's display booth. Thereby contributing to expanding the market and promoting tourism activities for Hoa Binh province with the motto: "Special products - Professional services - Convenient and simple procedures - Competitive prices - Environment Green, clean, beautiful sanitation - Safe, civilized, friendly destination". Participate in the Northwest Culture and Tourism Week in Can Tho city: participate in the booth display area, introduce tourism products, local OCOP products, traditional arts, and unique crafts of the province. Participate in the Northwest Tourism Promotion Conference in Can Tho city to expand the domestic and international tourism market. The event contributes to strengthening and expanding cooperation, promoting potentials and advantages, promoting cooperation, investment, socio-economic development in general and tourism development in particular of Hoa Binh province with other Southwestern provinces. Participate in other outstanding activities: Northwest Tourism Fair in Phu Tho province on the occasion of Hung King's Commemoration and Phu Tho Culture - Tourism Week. Participated in displaying, introducing, and promoting tourism and typical agricultural products in the first Cultural Festival of Ethnic Minorities with a Population of Under 10,000 people in Lai Chau Province and Lai Chau Tourism and Cultural Week  2023. Participated in the Tourism Promotion Conference of the Northwest provinces within the framework of the Dien Bien - Northwest Culture and Tourism Week event, and the event Dien Bien  Culture and Tourism week in Ha Noi.

Directing the Tourism Association of Hoa Binh province to implement the Program on cooperation to develop tourism. The Tourism Association of the Northwest provinces introduced and promoted the products of a number of tourist routes and destinations to link typical tourism products of the provinces form inter-provincial and inter-regional tours and tourist routes. Through the above activities, destination promotion, potential, strengths and tourism products of Hoa Binh province as well as provinces in the cooperation group have been introduced; Expanded the tourist market, increased cooperation, exchanged information, found partners, offered tours, introduced traditional handicraft products, tourist souvenirs, and special local products serving domestic and foreign tourists.

With the effective implementation of the Cooperation Program, in 2023, it is estimated that the results of tourism business activities in 2023, the entire Hoa Binh province  welcomed 3,800,000 tourist visitors, an increase of 21.5% compared to the same period last year, reaching 108.6% of the yearly plan. In which: International visitors: 450,000, increased 227.2% compared to the same period last year, reaching 100% of the year plan; Domestic visitors: 3,350,000 arrivals, increased by 12% compared to the same period last year, reaching 109.8% of the year plan; Total revenue from tourists: 4,000 billion VND, increased 10.7% compared to the same period last year, reaching 102.6% of the  plan.
