From October 5-8, 2023, the Tourism Steering Committee of Hoa Binh province organized a working group to survey and learn from experience in developing Tuyen Lam Lake National Tourist Area in Lam Dong province. The delegation was led by mrs. Bui Thi Niem, Member of the Provincial Party Executive Committee, Deputy Head of the Provincial Tourism Development Steering Committee, and the members were leaders of the Departments: Transport; Natural Resources and Environment; Industry and Trade; Labor, War Invalids & Social Affairs, Provincial People's Committee Office and People's Committee of Tan Lac District and Da Bac.

The delegation had a working session with leaders of the Department of Culture, Sports and Tourism of Lam Dong province, the Management Board of Tuyen Lam Lake National Tourist Area and a number of related agencies. At the meeting, the delegation heard from leaders of the Department of Culture, Sports and Tourism of Lam Dong province along with the Management Board of Tuyen Lam Lake National Tourist Area an overview of the general development situation of tourism. Lam Dong province's tourism as well as management and investment attraction at Tuyen Lam Lake National Tourist Area. In particular, the delegation discussed the implementation of investment projects outside the state budget and investment support; investment incentive policy mechanism; management of investment projects; traffic infrastructure thinking and maintenance projects; management and implementation of planning of Tuyen Lam Lake National Tourist Area; Construction order management, monitoring and inspection of construction investment implementation by investors in compliance with approved planning; The construction permit is issued by a competent authority, etc. The delegation heard reports about the advantages of receiving preferential attention from the Central and local authorities for the national tourist area such as investment work. infrastructure, planning, handling administrative procedures, etc. However, in Tuyen Lam Lam Lake National Tourist Area encountered some limited difficulties such as connecting traffic infrastructure, not synchronous traffic infrastructure, and difficulties in conversion land use purposes, project implementation is slow.

To effectively implement the task of developing a sustainable national tourist area, the working group of the Lam Dong Provincial Tourism Steering Committee proposed a number of solutions that should be implemented specifically as follows:

On the basis of the legal basis for forming the National Tourist Area, implement and approve the general planning to build the Tourist Area in a quality, long-term strategic direction and vision, high feasibility; On that basis, build construction management regulations to manage construction investment work of enterprises. Seriously implement the preparation and approval of the environmental impact assessment report of the tourist area. Regularly check and monitor the level of impact of factors affecting the environment in the area, and have solutions to minimize negative impacts on the environment.

The national tourist area must be identified as a key local project, creating momentum to promote not only the tourism industry but also contribute to promoting other economic sectors. Therefore, first of all, the State and the Province must really pay attention to synchronous investment in shared infrastructure of the tourist area and access infrastructure to the tourist area. Simplify administrative procedures, quickly resolve investment procedures for investors when implementing projects. Resolve quickly and completely in accordance with the law on compensation, site clearance, support and resettlement (if any). Recommend that Central and Local agencies have specific regulations on preferential mechanisms applicable to national tourist areas (in economic zones, industrial parks, and export processing zones, there are regulations, but tourist areas country does not exist yet). There are criteria for selecting strategic investors with strong financial capacity and investment experience in the field of tourism business to implement the project.

Choose responsible investors. Do a good job of advertising and promoting the tourist area. Develop and approve coordination regulations of functional departments and branches to resolve issues related to the tourist area. Focus on training high-quality human resources with professional qualifications consistent with the actual requirements of the National Tourism Area.

After the meeting, the delegation went on a field trip to a number of areas and spots in the tourist area to learn more about management as well as experience the services before returning to the locality.
