On the afternoon of January 22, 2025, at Hoa Binh Square (Hoa Binh city), the Department of Culture, Sports and Tourism coordinated with the People's Committee of Hoa Binh city to organize the opening of the exhibition and display of mascot symbols welcoming the Spring of At Ty 2025. Attending and congratulating were Mr. Nguyen Phi Long, alternate member of the Party Central Committee, Secretary of the Provincial Party Committee; Mr. Bui Duc Hinh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Mr. Nguyen Van Toan, Vice Chairman of the Provincial People's Committee; members of the Standing Committee of the Provincial Party Committee; leaders of departments, branches, sectors, the People's Committee of Hoa Binh city and a large number of people in the area.

With the theme “Hoa Binh - Confidently moving forward”, the mascot symbol welcoming the Spring of At Ty 2025 (At Ty means the year of snake) is inspired by the image of workers of Hoa Binh Hydropower Plant with the mission of continuing the glorious history of the previous generation of cadres, soldiers, experts, and workers for the electricity of the Fatherland. The symbol is shown on the main background of the logo of Hoa Binh province, with a height of 6.5m in the center position, the lower part of the symbol is the image of Hoa Binh Hydropower Dam vividly described with the effect of spraying steam.

With the trend of integration with 4.0 technology depicted on the body of  two snake mascots (the image simulates the electric cable system of the future and the mission of confidently moving forward) meaning luck and attracting positive energy, adapting to all circumstances, expressing the desire to contribute of Hoa Binh youth, determination to seize opportunities, overcome difficulties to build Hoa Binh province to develop prosperously; contributing to building a strong country in the new era - the era of national growth.

The construction unit creatively arranged lighting effects at night to bring a fresh, modern look to the 2025 At Ty spring mascot cluster. The welcome gate is shaped like an impressive lotus flower and two rows of peach trees combined with funny children's characters in traditional costumes of the ethnic groups of Hoa Binh province. On the left of the welcome gate cluster is the set of words "Celebrating the Glorious Party" under the background of the Party Flag and the National Flag fluttering. On the right of the welcome gate cluster is the set of words "Celebrating the Spring At Ty 2025" ( the year of snake) arranged under the Hoa Binh Bamboo Calendar cluster; on both sides are the Muong Gong clusters. The back of the mascot cluster is decorated with images of children in traditional ethnic costumes celebrating Tet on the majestic mountain and forest background, combined with the highlight of  two rows of apricot and peach trees to create a new look expressing the aspiration for integration and reaching out of Hoa Binh province, etc. The decoration area arranges colorful and vibrant flowers and leaves combined with an art photo exhibition to promote the culture, natural landscape and socio-economic achievements of the province in 2024. 

The mascot symbol welcoming the Spring of At Ty 2025 was designed and constructed by Duc Nhan Fine Arts Company Limited with sponsors such as Hoa Binh Urban Environment Joint Stock Company. This year's mascot symbol continues to be implemented in the form of socialization, mobilizing resources from organizations and enterprises to carry out meaningful cultural works to serve the people in celebrating the spring and traditional Tet. Although the construction time at the site was very short, thanks to the careful preparation plan, the professional construction staff of Duc Nhan Fine Arts Company Limited, especially the attention and timely direction of the Standing Committee of the Provincial Party Committee, the leaders of the Provincial People's Committee, the coordination of departments, branches, Hoa Binh City People's Committee and sponsors, the mascot symbol project to welcome the Spring of At Ty 2025 was completed on schedule. The project creates many spaces for people to enjoy with a harmonious layout, embellishing the common space of the At Ty 2025 spring flower garden at Hoa Binh Square, Hoa Binh City. This is the third time Hoa Binh province has built a mascot symbol on the occasion of the Lunar New Year, implemented in the form of socialization, the sponsor works directly with the construction unit and hands over the product to Hoa Binh province, under the consultation and supervision of the artistic quality of the Department of Culture, Sports and Tourism. The project aims to create a joyful and exciting atmosphere to serve the people to enjoy spring, welcome the traditional New Year, and at the same time create a highlight in Hoa Binh city, attracting tourists to the province during the spring of At Ty 2025. The mascot symbol project to welcome the spring of At Ty 2025 promises to create a deep impression on the people and tourists during the traditional New Year. 

According to the plan, the mascot symbol will be officially displayed from January 22 to February 12, 2025 (ie January 15, Lunar calendar).
